Obviously tight boards where you dont usually allow changes means better control over the final product as it goes through multiple hands. You can work longer (or forever lol) on boards and make sure theyre exactly what you want or go looser and leave some room for creative changes in animation. If you look at the interview with a Japanese animator on TB's YT channel they mention that the boards are way more loose and the animation director and animators are able to change what happens in the boards a lot.

That usually wont fly or you'll need permission to do it. The camera in general is pretty locked so you cant be changing the framing deciding I dont want this to be an over the shoulder shot I want it in tight on char 1's face. You could make small changes to how a character acts as in the way the board depicts the character getting mad isnt the exact way you have to do it. An animator usually isnt allowed to just make big changes. Where I am, I would say the boards are usually audio visual reference but representative of what the action/story is meant to be. Usually wed always import the boards but im not sure what you mean by animate on top of it but my guess about what you mean is no "imported in Harmony and animate on top of it, or is it used just as a audiovisual reference? "
